2025-26 Legislative Term Social: A Conversation with Senator Catherine Blakespear

Senator Catherine Blakespear represents California’s 38th District, covering coastal North San Diego County communities such as Encinitas, Carlsbad, and Oceanside. A Democrat and former mayor of Encinitas, she is focused on tackling housing affordability, advancing environmental sustainability, and strengthening gun safety measures. Her district is largely suburban with a mix of coastal areas and growing inland communities, shaping her priorities around balancing community growth with environmental protection and public safety.

Our Conversation:

Q: Based on the issues your constituents care about, what bill proposal ideas do you have?

A: I have some for gun control, gun regulation, environmentalism like renewable energy and biotech, and housing the unhoused.

Q: Would you be open to collaborating with other senators or lobbyists on bills? And if so, who?

A: Yes. I’ve noticed that, regardless of whether they are of the Democratic Party, we want to keep our constituents safe, so I've met a lot of people that look forward to working on that.

Q: Do you plan to run for any leadership positions today? If so, what?

A: Not today, but positions of leadership do interest me, so I’ll be looking forward to reaching out to my peers.

Q: What do you hope to achieve by the end of your term?

A: I think there's a lot, right? Definitely environmentalism and housing.

Q: Is there anything else you’d like the people of District 38 to know?

A: I’m here for you. You know, I took this job after being mayor [of Encinitas]. I’ve always wanted the best for my community, and I look forward to working for you.
